Michigan man killed by grizzly in Yellowstone

Wildlife agents were trying to capture a grizzly bear in Yellowstone National Park on Monday after it killed a Michigan hiker in the second fatal bear attack this summer at the famed park.

The body of John Wallace, 59, was discovered Friday in a backcountry area known for its high population of bears. An autopsy concluded he died from injuries sustained in a bear attack.

After fatal mauling last month ? the first inside the increasingly crowded park in 25 years ? authorities let the responsible grizzly go because it was protecting its cubs.

This time, rangers have set traps with the intent to capture and kill the bruin that attacked Wallace. Its guilt would be established through DNA analysis connecting it to evidence found at the mauling scene, park officials said.

"We know of no witnesses to the attack," park superintendent Dan Wenk said Monday. "We're going to err on the safe side of caution since we'll never really know the circumstances in this case."

The bear that killed Wallace is believed to be a different animal than the one in the July killing.

The earlier mauling occurred about eight miles away from where Wallace's body was found. In that instance, a female bear with cubs attacked a couple from California, killing the man before fleeing.

There were no signs of cubs in the area where Wallace was killed.

Park spokesman Al Nash said the chances of trapping the killer bear are uncertain. A favorite food for some grizzlies, the nuts of whitebark pine trees, became available in the last several days. That typically draws bears to elevations higher than where Wallace was killed, Nash said.

Wallace had entered the park alone last Wednesday and pitched a tent in a developed campground, Wenk said.

Authorities said he likely was killed Wednesday or Thursday during a solo hike along the Mary Mountain Trail. The trail is closed from March to June because it passes through an area frequented by grizzlies feeding on the carcasses of bison that died over the winter, park officials said.

It is typically re-opened for public use on June 15, after the carcasses have been eaten, Nash said.

Area known for having lots of bears
There are more than 600 bears in the greater Yellowstone area, and Chris Servheen, grizzly bear recovery coordinator for the U.S. Fish and Wildlife Service, said the Hayden Valley where Wallace was killed is known to have "a lot of bears."

Wallace's body was found along the trail in an area of open meadows interspersed with small stands of trees. He was about five miles from the nearest trailhead, where his vehicle was later located. Authorities said he was not carrying bear spray ? mace-like canisters of compressed pepper spray used to defend against bear attacks.

A snack bar was found in his closed backpack, but authorities said it did not appear the grizzly tried to get at the food. Rangers also found grizzly tracks and scat, or bear droppings, near Wallace's body.

A resident of Chassell, Mich., Wallace worked for about 20 years at the Portage Lake District Library in Houghton, a city in Michigan's western Upper Peninsula. He was married and had no children, said Shawn Leche, the library director.

Leche described Wallace as a quiet, easygoing man and conscientious worker who loved books, opera and the outdoors. He had asked for vacation time to camp and hike at Yellowstone, a park he had visited before, Leche said.

'An untimely end'
"It's hideously perverse to think that someone who loved nature so much would come to such an untimely end at the hand of nature," he said.

Two trails and a section of the Hayden Valley west of Yellowstone's Grand Loop Road remained closed to hikers. Hikers elsewhere in the park were asked to stay on trails, hike in groups of three or more and carry bear spray.

Once a rare sight even in the wilds of Yellowstone, grizzly bears have become an almost routine cause for curious tourists lining up at Yellowstone's roadsides for a glimpse. The bears are protected from hunting even outside the park under the Endangered Species Act.

Conflicts between humans and grizzlies have been slowly increasing in Yellowstone and surrounding areas in recent years as the bear population recovered from near-extinction last century. Most interactions are relatively benign, such as raids on orchards or trash cans.

Yet Wallace's death was the fourth caused by grizzlies in the greater Yellowstone area in the last two years.

Despite the killings, park officials said the rate of dangerous encounters is extremely low given that more than 3 million people visit the park every year.

"We've averaged one encounter that has caused injuries a year for the past 25 years," Wenk said. "The record speaks for itself."

Cyber law casts the proper net | Cyber Crimes Unit

LAST week, the House of Representatives passed important changes that will improve the way Australian law enforcement agencies are able to detect and investigate cyber criminals. Of great concern to me, however, has been the alarmist and entirely false assertions made about the new laws. These must be corrected.

Cybercrime is a growing threat to individuals, businesses and governments around the world and has already overtaken the drug trade as the most profitable form of all crimes.

This is remarkable if you consider the internet was born a little more than two decades ago. Today, nearly every Australian home has a computer connected to the web.

With more Australian families, businesses and government agencies conducting all manner of activities online every year, there are more opportunities for cyber criminals to steal money, identities and information from unsuspecting victims.

The global nature of cybercrime means no nation alone can effectively combat it. International co-operation and engagement are essential to an effective response. Keeping ahead of the game is the key to reducing the risk.

At a recent meeting of Commonwealth law ministers, I was briefed on an international police operation that smashed the largest child sex abuse case in history. After three years of investigation into the website boylover.net, police agencies identified 70,000 members and rescued 230 children from horrific abuse across the globe.

This successful police investigation into the site would not have been possible without co-operation between overseas agencies and online crime fighting capabilities. More effectively tackling transnational crimes ? such as international paedophile networks, terrorist cells, identity fraud syndicates ? is why the government introduced the Cybercrime Legislation Amendment Bill 2011.

The bill makes three key changes:

?It enables agencies to request the preservation of communications that carriers store, such as SMS messages, and that can be accessed only under a warrant.

?It provides the framework for Australian agencies to have greater co-operation with overseas partners in the investigation of cybercrime.

?It extends the scope of existing Commonwealth computer offences to fully meet the requirements for such offences under the Council of Europe Convention on Cybercrime, while preserving existing state laws.

The bill puts in place the framework for Australia to accede to the convention ? the only international binding convention on cybercrime.

To date, more than 40 nations have either signed or become a party to the convention, including the United States, Britain, Canada, Japan and South Africa. More than 100 nations are also using it as the basis to strengthen their legislation to combat the threat of cybercrime.

Every time Australia?s law enforcement legislation is amended by either side of politics there are critics who claim that powers are being significantly increased and civil liberties are being threatened.

As Attorney-General, I am well aware of the need to balance law enforcement needs with the rights of individuals.

Australia?s proposed accession to the Convention on Cybercrime has prompted some commentators to suggest that because Australia does not have a bill of rights, we should not modernise our cybercrime laws because our privacy is not protected.

This is not the case. There are many mechanisms in the relevant bills that protect citizens? privacy and the integrity of any information while it is preserved.

With the increasing amount of traffic on ISPs and telephone networks, service providers are being forced to delete information on a more frequent basis. They simply don?t have the space to store it any more. For example, one phone carrier deletes text messages every 24 hours.

This bill will allow law enforcement agencies to request a service provider not to destroy information about suspected criminal activity while a warrant is sought. A columnist in The Age asserted that the executive of government and law enforcement agencies would be able to access this content without a warrant. This is 100 per cent incorrect.

To suggest that the judiciary will no longer have oversight of access to a citizen?s information ? through the granting of warrants ? is entirely wrong. Only when a warrant is granted can the information be accessed. If no warrant is granted, the information will be destroyed.

To suggest that this implies new incursions on people?s privacy is also wrong. Providers already retain data under strict guidelines. It must be managed consistent with the National Privacy Principles in the Privacy Act including a requirement for the information to be managed securely.

Agencies must also revoke a preservation notice if the grounds for seeking the order no longer exist and it will also be an offence to misuse any of this information.

Other issues have been raised in relation to sharing information with overseas law enforcement agencies for political offences, crimes where there is the potential for the death penalty in another country or dual criminality. Australia has strong mutual assistance frameworks for sharing information about suspected criminal activity with other countries under which the bill will operate.

In addition, the government will consider the joint select committee on cyber safety?s views before the bill is debated in the Senate.

Australia must modernise its laws and stay up to date with evolving cyber technology. We must improve our relationships with overseas law enforcement agencies so Australians can continue to enjoy the internet in a safe and secure way.

Cheap drugs to cut heart risks "badly ... - Health Nutrition and Fitness

PARIS (Reuters) ? Cheap generic drugs to cut heart risk are substantially underused worldwide, with more than half the people who could benefit estimated not to be getting any of four simple and effective types of medicine, researchers said on Sunday.

Underuse is most acute in low-income countries, where around 80 percent of people with a history of heart disease or stroke take none of the drugs, according to the largest clinical study to date on the issue.

But rich countries in the developed world are also not taking full advantage of the medicine.

Globally, around 60 percent of people with heart disease and up to half those who have had a stroke might not be taking a bloodthinner like aspirin, a cholesterol-lowering statin or one of two types of blood pressure pills, known as beta-blockers and ACE inhibitors or ARBs.

The findings were presented at the European Society of Cardiology annual meeting and published online in the Lancet medical journal, where they were described as ?stark and alarming? in a commentary by Dr Tony Heagerty of the University of Manchester.

The disappointing uptake of proven treatments will provide more ammunition for campaigners arguing that the world needs to do more to confront the problem of non-communicable diseases (NCDs) like cancer, lung problems and cardiovascular complaints.

Cardiovascular disease affects more than 100 million people worldwide and 75 percent are in low- and middle-income countries, where access to medical care is often limited.

The United Nations has scheduled a summit in September on NCDs and some health organizations are concerned that rich countries are blocking progress by not agreeing to set clear UN targets.

The study by Dr Salim Yusuf of Canada?s McMaster University and colleagues looked at 154,000 adults from 17 countries, including Sweden, Canada, Brazil, China, India, Iran and Zimbabwe.

More than 7,500 of these self-reported either a history of coronary heart disease or stroke. Overall, use of preventative drugs in this group was low with bloodthinners, mainly aspirin, taken by only 25.3 percent of individuals, beta-blockers by 17.4 percent, ACE inhibitors or ARBs by 19.5 percent and statins by 14.6 percent.

?GLOBAL TRAGEDY?

Yusuf said the findings were a wake-up call and showed that cardiovascular healthcare policy needed a major rethink, with a bigger role given to nurses to promote greater use of appropriate medicines in the community.

?It is terribly poor worldwide,? he told reporters. ?This is a global tragedy ? there is no other way to say this.?

Blood pressure medicines used to be among the biggest sellers for pharmaceutical companies, but most are now off patent and available as cheap generics.

Statins, including Pfizer?s Lipitor and AstraZeneca?s Crestor, are still multibillion-dollar products but they also face increasing generic erosion, with the decline set to quicken when Lipitor loses U.S. patent protection later this year.

The researchers acknowledged their study had limitations, with self-reporting by patients potentially giving a misleading picture of disease incidence in some cases. They also said it was unclear to what extent the findings could be generalized to entire regions.

But the results of the study, which received funding from various sources, including drug companies, are in striking contrast to some smaller studies based on patients treated in hospitals or clinics that had indicated far higher drug use.

Yusuf said his team?s study showed a different real-world picture of preventative treatment in the community, where many people regularly dropped out of medical care and stopped taking medicines after initial heart problems.

Tripoli calmer as Gadhafi's men pushed out (AP)

TRIPOLI, Libya ? Tripoli began to look like a solidly rebel-held city on Friday, the calmest day in the capital since Moammar Gadhafi's opponents swept in nearly a week ago. Some even celebrated in the streets, marching and chanting, "Hold your head high! You are a free Libyan."

There were still occasional gunbattles, but nothing like the bloody firefight Thursday in which rebels drove loyalists from a neighborhood close to Gadhafi's captured compound.

As the fighting waned, the International Committee of the Red Cross in Geneva expressed concern about treatment of detainees on both sides. The ICRC has been able to visit some prisoners, but "there are hundreds more probably," spokesman Steven Anderson said.

Dozens of decomposing bodies were piled up in and near an abandoned hospital next to the Gadhafi compound, revealing some of the war's brutality. One hospital room had 21 bodies lying on gurneys. The floors were covered with shattered glass and bloodstains, and medical equipment was strewn about.

It was unclear when the men died or who killed them, but they had darker skin than most Libyans. Gadhafi had recruited fighters from sub-Saharan Africa.

In a new advance for the rebels Friday, fighters took control of the main border crossing with Tunisia after battling Gadhafi loyalists who had held out there, Tunisia's official news agency reported. The rebels control other posts along the border, but Ras Ajdir is the primary crossing between the two countries and would allow them to more easily bring supplies into Libya.

In Tripoli, some residents emerged gingerly from homes where they had taken cover for days. They looked upon a shattered city, largely without power or water and stinking with garbage, but also with no sign of the man who had ruled their lives for the past 42 years. Gadhafi's whereabouts were unknown. His portraits have been trampled, his green flags shredded and replaced with the rebel red, black and green.

Umm Yahya, who limped on a cane through Tripoli's shuttered downtown, leaning on her daughter for help, said her family had been surviving for days on pasta and tomato paste, but the fear and suffering in six months of civil war were worth it to taste freedom.

"We can speak freely now. We can talk on the phone," she said with a tired smile. "People are comfortable now spiritually and with that, anything is possible."

Rebels were pushing Gadhafi fighters to Tripoli's outskirts. Abdul Majid Mgleta, a rebel military chief, said there were still some pockets of resistance, but he hoped to take full control over the capital and capture Gadhafi within days.

Still, Tripoli's rebel military commander was confident enough to declare the capital liberated.

"Libya is now free with dignity," Abdel-Hakim Belhaj told reporters Friday night. He added that hundreds of Gadhafi fighters had surrendered in the past two days.

Rebel fighters and NATO turned their attention 250 miles (400 kilometers) east to Gadhafi's hometown of Sirte, his last major bastion of support. British warplanes struck a large bunker there, while local rebel commander Fadl-Allah Haron said that if city residents don't surrender fast, "a battle will be waiting for them there."

In the five-day battle over Tripoli, at least 230 people were killed and hundreds more wounded, according to doctors at three major hospitals. With bodies still in the streets, the real toll is likely far higher.

In the Abu Salim neighborhood, the scene of Thursday's ferocious clashes, there was massive destruction along the main road, including torched cars.

Three charred bodies lay on the ground floor of a bombed-out firehouse where eight wounded men, apparently Gadhafi supporters, had been abandoned.

Abu Baker Amin, his right leg broken by a grenade, said he had not received food or water for two days. An emaciated man lay on the floor, pleading for water. Another man appeared to be in too much pain to speak.

In the parking lot, rebels kept guard over four injured men they said were Gadhafi loyalists. Rebels in the area said there were no hospitals available or cars to take the men for treatment, and that in any case they wanted to interrogate them first.

"These are from the Gadhafi brigades!" a neighbor exclaimed.

Eventually, a rebel took all the wounded he could fit in his pickup truck to a hospital. He was stopped repeatedly at checkpoints, where some rebels kicked the prisoners, spat on them and tried to stop their transfer.

The abandoned hospital where the bodies were found is near the firehouse. Nearly 50 bodies were stacked in three areas ? a parking lot, a ward and in the basement.

Another 15 decomposing corpses lay in a grassy area surrounding a traffic roundabout on the outskirts of Abu Salim. Five of the dead were in a tent hospital; one appeared to have been killed while resting on a mattress.

Rebels often suspect people from sub-Saharan Africa of being mercenaries, though many are simply migrant workers.

One of the injured men in the firehouse said he was from Niger. Asked why he was in Libya, he said, "I really don't know."

Mohammed al-Egely, the rebels' justice minister, said he has visited detained Gadhafi fighters and they were being treated according to international humanitarian law. He said the rebels are doing the best they can.

"We are in a state of war ? the airport hasn't even been liberated yet," he said. "Do you expect the fighters to bring them (prisoners) flowers? They are all fighting ? and so there will be victims from each side."

Hundreds of people marched in celebration of Gadhafi's defeat after noon prayers in a mosque near the city's central square. They chanted, "Hold your head high! You are a free Libyan" ? borrowing a cry heard in Cairo's Tahrir Square in the days after Hosni Mubarak was ousted in the Egyptian uprising.

In the afternoon, shots were fired at the roof terrace of the Corinthia hotel, where scores of journalists were working. The shots came from nearby high-rise buildings. A rebel dressed in fatigues crossed the terrace to the fence and began shooting randomly at the buildings. At one point, rebels also fired anti-aircraft guns and a large explosion was heard. There has been fighting around the hotel for several days now.

In a rural area between the neighborhood and Tripoli's airport, rebels detained seven men and a woman and loaded them into a pickup truck, saying Gadhafi fighters might try to blend in with civilians.

"Things are still not stable and we are arresting anybody we find suspicious and taking them to the military council," said field commander Fathi Shneibi.

Rebel leaders said they will establish a new interim government in the capital within 30 days, as part of a move from the eastern city of Benghazi, which fell into opposition hands early in the war.

The new interim government will likely include some who worked in the Gadhafi regime, but were sympathetic to the rebels, said Mahmoud Shammam, information minister for the rebels' National Transitional Council.

"The only people we are going to exclude are the people who killed others and stole money," Shammam said.

The council may get some badly needed cash soon. Britain is seeking approval to release about $1.6 billion in seized Libyan bank notes to help pay public sector workers.

NATO, meanwhile, said its warplanes targeted 29 vehicles mounted with weapons near Sirte, a city of 150,000. Rebels are trying to advance toward Sirte but expect fierce resistance from Gadhafi loyalists.

The two main tribes in Sirte rejected rebel offers to negotiate a peaceful surrender. Tribal loyalties are strong in the desert nation of 6 million.

LHC puts supersymmetry in doubt

Results from the Large Hadron Collider (LHC) have all but killed the simplest version of an enticing theory of sub-atomic physics.

Researchers failed to find evidence of so-called "supersymmetric" particles, which many physicists had hoped would plug holes in the current theory.

Theorists working in the field have told BBC News that they may have to come up with a completely new idea.

Data were presented at the Lepton Photon science meeting in Mumbai.

They come from the LHC Beauty (LHCb) experiment, one of the four main detectors situated around the collider ring at the European Organisation for Nuclear Research (Cern) on the Swiss-French border.

According to Dr Tara Shears of Liverpool Liverpool University, a spokesman for the LHCb experiment: "It does rather put supersymmetry on the spot".

The experiment looked at the decay of particles called "B-mesons" in hitherto unprecedented detail.

If supersymmetric particles exist, B-mesons ought to decay far more often than if they do not exist.

There also ought to be a greater difference in the way matter and antimatter versions of these particles decay.

The results had been eagerly awaited following hints from earlier results, most notably from the Tevatron particle accelerator in the US, that the decay of B-mesons was influenced by supersymmetric particles.

LHCb's more detailed analysis however has failed to find this effect.

Bitten the dust

This failure to find indirect evidence of supersymmetry, coupled with the fact that two of the collider's other main experiments have not yet detected supersymmetic particles, means that the simplest version of the theory has in effect bitten the dust.

The theory of supersymmetry in its simplest form is that as well as the subatomic particles we know about, there are "super-particles" that are similar, but have slightly different characteristics.

The theory, which was developed 20 years ago, can help to explain why there is more material in the Universe than we can detect - so-called "dark matter".

According to Professor Jordan Nash of Imperial College London, who is working on one of the LHC's experiments, researchers could have seen some evidence of supersymmetry by now.

"The fact that we haven't seen any evidence of it tells us that either our understanding of it is incomplete, or it's a little different to what we thought - or maybe it doesn't exist at all," he said.

Disappointed

The timing of the announcement could not be worse for advocates of supersymmetry, who begin their annual international meeting at Fermilab, near Chicago, this weekend.

Dr Joseph Lykken of Fermilab, who is among the conference organisers, says he and others working in the field are "disappointed" by the results - or rather, the lack of them.

The worry is that the basic idea of supersymmetry might be wrong.

"It's a beautiful idea. It explains dark matter, it explains the Higgs boson, it explains some aspects of cosmology; but that doesn't mean it's right.

"It could be that this whole framework has some fundamental flaws and we have to start over again and figure out a new direction," he said.

Down the drain

Experimental physicists working at the LHC, such as Professor Nash, say the results are forcing their theoretical colleagues to think again.

"For the last 20 years or so, theorists have been a step ahead in that they've had ideas and said 'now you need to go and look for it'.

"Now we've done that, and they need to go scratch their heads," he said.

That is not to say that it is all over for supersymmetry. There are many other, albeit more complex, versions of the theory that have not been ruled out by the LHC results.

These more complex versions suggest that super-particles might be harder to find and could take years to detect.

Some old ideas that emerged around the same time as supersymmetry are being resurrected now there is a prospect that supersymmetry may be on the wane.

One has the whimsical name of "Technicolor".

According to Dr Lykken, some younger theoretical physicists are beginning to develop completely novel ideas because they believe supersymmetry to be "old hat" .

"Young theorists especially would love to see supersymmetry go down the drain, because it means that the real thing is something they could invent - not something that was invented by the older generation," he said.

And the new generation has the backing of an old hand - Professor George Smoot, Nobel prizewinner for his work on the cosmic microwave background and one of the world's most respected physicists.

"Supersymmetry is an extremely beautiful model," he said.

"It's got symmetry, its super and its been taught in Europe for decades as the correct model because it is so beautiful; but there's no experimental data to say that it is correct."

Giants' Wilson ready when DL stint ends?

SAN FRANCISCO - Brian Wilson is making slow progress in his comeback from elbow inflammation and Giants manager Bruce Bochy is unsure whether the All-Star closer will be ready to come off the disabled list next week when he's eligible.

Wilson played catch for 6-7 minutes Thursday before San Francisco's game against Houston. He did not report any setbacks, according to Bochy, and the team will wait a day to see what the next step is for Wilson.

"We'll see how he feels tomorrow," Bochy said. "It's part of the rehab that he'll (go) through. Tomorrow we'll evaluate him and see what the next move is."

Wilson has 35 saves this season but hasn't pitched since Aug. 15 when he allowed three runs in two-thirds of an inning and took the defeat in a 6-4 loss to the Atlanta Braves.

The Giants hope the right-hander can come off the DL next Wednesday, but Bochy hesitated when asked if he thought that would happen.

"I wouldn't rule it out, but it's going to be tough for him to be ready to go when his time is up," Bochy said. "We'll see where he's at tomorrow and then make a call."

Wilson, last season's major league saves leader with 48, is one of four San Francisco pitchers currently on the DL.

The Giants, who began the night two games behind first-place Arizona in the NL West, claimed Padres closer Heath Bell off waivers earlier this week. Bell may never pitch for San Francisco, however.

San Diego has 48 hours from the time Bell was claimed to decide whether to work out a trade for the three-time All-Star or pull him back off waivers.

Right-hander Santiago Casilla pitched the ninth inning for San Francisco in Wednesday's 2-1 win over San Diego for his first save of the season and may continue in the closer's role until Wilson returns.

"I was impressed with what he did," Bochy said. "That was encouraging to see."

San Francisco's pitching staff also has been beset by injuries to Barry Zito, Jonathan Sanchez and Sergio Romo.

Zito (mid-foot sprain) and Romo (elbow inflammation) are both scheduled to begin throwing off the mound Friday, while Sanchez (sprained ankle) has yet to resume throwing.

Additionally, Bochy hinted that outfielder Nate Schierholtz could be headed to the disabled list to make room for center fielder Andres Torres when Torres comes off the disabled list this weekend.

There was some encouraging news for the defending World Series champs, though.

Giants catcher Eli Whiteside was activated from the disabled list and was in the starting lineup against Houston. Whiteside had been on the seven-day disabled list after hitting his head while attempting to steal second base against Atlanta on Aug. 17.

To make room on the 25-man roster, backup catcher Hector Sanchez was optioned to Class-A San Jose.

In a new significant escalation of the mounting international pressure on the Syrian government following its brutal crackdown on the five-month-old popular uprising in Syria, the Western members of the United Nations Security Council have put forward a draft sanctions resolution that would impose arms embargo on Syria as well as asset freeze and travel ban on key Syrian government and security figures.

By the text, which was circulated among the Security Council?s 15 members earlier this week and obtained by Morocco World News, the Council would strongly condemn continued grave and systematic human rights violations by the Syrian authorities, such as arbitrary executions, excessive use of force, the killing and persecution of protesters and human rights defenders, arbitrary detention, enforced disappearances and torture of detainees, and would call for an immediate cessation of all violations of human rights and the use of force against civilians. It would also call for free political dialogue to effectively address the legitimate aspirations and concerns of Syria?s population.
The proposed text includes several provisions that go significantly beyond the draft previously submitted by the European members of the Council in May. That text faced stiff opposition at the time from Russia, China, India, Brazil and South Africa. The new text would impose a ban on the supply of arms to Syria as well as export of arms from Syria.

It would impose asset freeze and travel ban on individuals and entities responsible for violent repression against the civilian population in Syria and commission of serious human rights violations. A new subsidiary committee of the Council as well as a panel of experts would be established to monitor such sanctions.

More than twenty prominent Syrian government officials and security figures are named in an annex to the text, including President Assad himself, his brother Maher, who has led the brutal violent campaign against protest, and his cousin Rami Makhlouf, who has come to be a symbol of the corruption of the regime and a main financier of it.

The draft resolution was discussed in an ?informal consultations? meeting of the Council on Tuesday, where members have expressed concern about the escalating violence in Syria while expressing their previously stated positions. Russia and China have once more echoed their opposition to the adoption by the Security Council of any resolution regarding the situation in Syria.

But unlike their outright refusal of any debate in the Council of the Syrian issue, because it was ?an internal issue?, Russian and Chinese opposition to the engagement by the Security Council is not marked this time by high-profile rejection of the last draft resolution and is not accompanied by statements to that effect by high-level officials.

On the other hand, Brazil, India and South Africa, who have been making diplomatic efforts towards a resolution of the crisis in Syria through dialogue, are facing a tougher time opposing the draft Security Council resolution this time after the recent visit of high-level diplomats from those countries to Damascus has been fruitless in the face of? Assad?s insistence on relying on a security solution.

The latest draft resolution comes at a time that the international community, in particular the United Nations is increasingly critical of the Syrian regime?s actions against the peaceful demonstrations taking place in Syria since last March. Last Monday, the United Nations Secretary-General Ban Ki-moon, in replying to questions from journalists, said that President Assad has not made true on his promise to the UNSG that all military operation have ended throughout Syria.

Last Thursday, the Security Council heard a briefing during consultations from Under-Secretary General for Humanitarian Affairs Valerie Amos and High Commissioner for Human Rights Navi Pillay, in which Amos described humanitarian access issues and plans for a humanitarian assessment mission by her office, which is now on the ground in Syria. Pillay presented preliminary findings of the commission of inquiry into the violence in Syria, which was commissioned by the Human Rights Council on 29 April.

But more significantly, Pillay told the Council that actions committed by Syrian authorities and their security apparatus could amount to crimes against humanity and warrant referral to the International Criminal Court.
The resolution would become a significant escalation in the engagement by the Security Council, which has thus far been largely silent on the developments in Syria due to differences among its members.

Last March, two consecutive resolutions by the Council were a crucial factor in rallying international action in support of the popular revolution in Libya, which has eventually led to the fall of the regime of that country?s strongman, Moammar Qaddafi.

GolfChannel: Playoffs need complete overhaul

It has now been five years since the PGA Tour launched the so-called playoffs.

They have been tweaked and changed. This year there will be a break between Week 2 and Week 3. The last two years the break came after Week 3. In 2008 there was a break for the Ryder Cup, meaning several top Americans arrived in Atlanta for the Tour Championship complaining that playing for a $10 million had cut into their victory parties.

The tweaking needs to stop. It is time for a complete revamping, a makeover, a do-over ? you pick the term.

In other major sports there is a clear delineation between the regular season and the postseason. Everyone starts at zero in the postseason. Sure, top teams earn home-field advantage but no one is given a head start ? except in the NFL where four teams get a first-round bye.

NASCAR fans may point out that the Chase doesn?t begin with everyone back at zero. True, but the Chase only includes 12 drivers ? not 125 golfers ? and has been tweaked often because it is also far from perfect. What?s more NASCAR doesn?t call its final 10 races playoffs. The only word repeated more often by Tour officials than playoffs is FedEx.

In order to get people to buy into the playoffs, the Tour has created a remarkably unfair points system. The idea that winning a major championship is only worth 100 points more than winning a regular Tour event is ludicrous. It is why, for example, Keegan Bradley, is only fifth in the standings in spite of two victories.

Ask any player this question: You can win any tournament out there (including the Tour?s beloved Players Championship) five times or a major once, which would you choose? The answer is easy. If you don?t want the majors to be the one qualifier, fine, but triple the points. Barely bumping the points is insulting to those who win majors.

Once the playoffs begin, the points become downright silly. The player who wins this week?s Barclays will get 2,500 points, which is more than the 1,906 points Nick Watney, the regular season leader, accumulated all year. It also means that William McGirt, who slipped into No. 125 in Greensboro last week could be the points leader next Sunday night by winning, even though he hasn?t finished in the top 10 once all season.

The Barclays champion, and the winners the next two weeks, will be awarded more points than a player would receive if he won all four majors. Think about how that would look: Rory McIlroy wins the grand slam next year, makes history and then, after the 125th player on the points list wins The Barclays and vaults to the top of the standings.

Are you kidding?

Sure, that?s the longest of long shots but the fact that it could happen is proof that this current system is out of kilter.

Now, there?s nothing wrong with McGirt leading the standings if everyone understands that the regular season is over and that no one is putting a value on any postseason event vs. any regular season event. They should be completely separate entities.

Start everyone off at zero and let them all play hard for three weeks to get into the Tour Championship. No one gets a bye. In past years both Tiger Woods and Phil Mickelson have skipped playoff tournaments in part because they had enough points to qualify for Atlanta even if they missed an event.

In theory one of the ways to reward players for a great regular season would be to give them a first week bye. This doesn?t work in golf because sponsors would go ballistic if the top 20 players were told to take their week off. But players shouldn?t be allowed to skip a week because they know it won?t hurt them en route to Atlanta. Charl Schwartzel is skipping Barclays and is 21st in the standings. In future years he should be told to skip the next three tournaments too. You are all in or all out.

If you argue that by taking everyone back to zero you downplay the importance of the regular season you?re probably right. So what? That?s what happens in any sport that has a playoff. Who had the best record in the NFL last season? It wasn?t the Green Bay Packers, the team that won the Super Bowl. In fact, they were a wild-card team. Who finished the regular season ranked No. 1 in college basketball last year? It wasn?t national champion Connecticut.

Players still make a lot of money during the regular season and they have the chance to win major championships. If you want, set up a regular season bonus pool for the top 10 or top 20 finishers on the money list.

If you win a major championship, regardless of whether you are a PGA Tour member or not, you should be invited to the playoffs. Adding Rory McIlroy and Darren Clarke certainly wouldn?t have been a bad thing this year. And two more players in a 125-player field ? even four if that somehow occurred ? is hardly a big deal. Like everyone else, McIlroy and Clarke would start at zero and have to play their way into the next rounds.

Finally, the Tour Championship. The event has become a complete yawn. Changing it can?t possibly hurt and might help it a good deal.

Send 32 players to Atlanta. Make it a match-play event ? winner-take-all. No more projections on a player needing to finish T-3 to win the FedEx Cup or T-8 to finish fourth. The guys who play the best the first three weeks advance to Atlanta and are seeded based on how they played those three weeks. The winner that final week gets the $10 million whether he?s seeded No. 1 or No. 32.

Do not start with the tired, ?TV will never go for it,? argument. Because the ratings will be lower? Worst case they?d drop so little that no one would notice. Best case, if you get a compelling 18-hole final you might actually get higher ratings. Imagine, a year from now, McIlroy vs. Rickie Fowler or Ryo Ishikawa. Or maybe the old men creak their way through and we get Woods vs. Mickelson. If you don?t get that, so what? The ratings stay low but at least you get a true finish, a dramatic and different finish.

That?s the problem with the playoffs. If you remove the Tour?s constant hype, never-ending ads and hyperbole, they?re just four big money tournaments where the rich get richer. In reality they aren?t any different than the Texas Swing, the Florida Swing or any other non-major event.

If you want playoffs make them real playoffs, accept that they?ll never mean as much as the majors then make them as dramatic and fair as you possibly can.

Instead of telling us how special they are do something to actually make them special. It isn?t easy. But it isn't impossible either.

FRANKFURT (Reuters) ? Germany's Angela Merkel faced mounting domestic criticism of her euro zone policies on Monday, with the Bundesbank slamming an anti-crisis package she agreed to in Brussels last month and a senior ally warning he would vote against key parts of it.

Elsewhere in the currency bloc, a week-long row over Finnish demands that Greece cough up collateral as a condition for new bailout loans raged on, with the Netherlands condemning a bilateral deal between Helsinki and Athens as illegal.

Despite public reassurances from Merkel over the weekend that she would not bow to pressure from European partners and financial markets to agree to joint euro zone bonds, there were signs of growing unease at her policy course from within her conservative camp.

On Monday, the Bundesbank issued one of its most stinging criticisms to date of Europe's -- and by default Merkel's -- crisis management, saying governments risked turning the bloc into a "transfer union" in which Germany pays for the sins of its euro partners.

Merkel and her 16 counterparts in the currency area agreed at a July 21 summit in Brussels to a series of new measures to combat the debt crisis that has raged since late 2009 and is now threatening to tear apart the bloc.

These included a second aid package for Greece and new powers for the European Financial Stability Facility (EFSF), the rescue mechanism which will be able to intervene in the secondary bond markets to prop up weak countries once parliaments across the euro zone have approved the decisions.

"The latest agreements result in a further big step toward joint liability and reduced disciplining via the capital markets," the Bundesbank, which is led by Merkel's former economic adviser Jens Weidmann, said in its monthly report.

Senior CDU lawmaker Wolfgang Bosbach broke ranks on Sunday and vowed to vote against the EFSF steps when the Bundestag meets next month.

Parliament seems sure to pass the measures, thanks in part to the support of the opposition Social Democrats (SPD) and Greens. But Bosbach's public defiance is a sign that Merkel's ability to hold her party together on euro zone issues is waning.

Manfred Guellner, head of polling group Forsa, said sentiment toward Merkel had undergone a change over the past weeks, pointing to a survey published in Cicero magazine in late July which showed 61 percent of Germans now believe Merkel will not win a third term in 2013.

"The fact that a strong majority don't expect her to stay in office is completely new," Guellner said.

DANGER OF DELAY

Germany is not the only country where fierce debates are raging about the euro zone's latest crisis-fighting steps. In countries like the Netherlands, Finland and Slovakia, there is deep skepticism about providing further aid to the euro zone's weakened periphery and giving the bloc's rescue facility powers to prop countries up with bond purchases.

Ewald Nowotny, a member of the European Central Bank's (ECB) governing council, said on Monday that he was worried that political jousting in member states could end up delaying parliamentary approvals of the July 21 deal beyond October.

Any delay would put more pressure on the ECB, which agreed to reopen its controversial bond buying program earlier this month after promises from European governments that the EFSF would take over this task within months.

The bank bought another 14 billion euros of bonds last week to add to the record 22 billion euros a week earlier, according to a breakdown published on Monday.

Merkel is also under fire from across Europe for not taking more radical action including expanding the EFSF, and business groups in Germany called last week for joint euro zone bond issuance.

Moody's said the division over the collateral row pointed to the need for Germany and France to take stronger steps to support the euro project.

"The tentative Finnish-Greek collateral accord raises concerns about the willingness and ability of some euro area policymakers to implement measures that may prove necessary to preserve the stability of the European Monetary Union," the agency said.

"This reticence places greater pressure on Germany and France to stake out a strongly supportive stance toward the euro area, with more concrete and immediate effect."
