Texas Republicans on verge of passing abortion law

AUSTIN, Texas (AP) ? The Republican-dominated Texas Legislature pushed Monday to enact wide-ranging restrictions that would effectively shut down all abortion clinics in the nation's second most-populous state, and Democrats planned an old-fashioned marathon filibuster to stop the final vote.

After the House easily approved it Monday morning, the wide-ranging package of anti-abortion measures was headed to the Senate. But with the special session scheduled to end at 11:59 p.m. Tuesday, the clock presented a far bigger obstacle than the votes to win approval there.

Although Texas is just the latest of several conservative states to try to enact tough limits on abortions, the scope of its effort is notable both because of the combination of bills being considered and the size of the state. The proposal would ban abortions after the 20th week of pregnancy, require doctors to have admitting privileges at nearby hospitals, limit abortions to surgical centers and stipulate doctors must monitor even non-surgical abortions.

When combined in a state 773 miles wide and 790 miles long and with 26 million people, the measures become the most stringent set of laws to impact the largest number of people in the nation.

"If this passes, abortion would be virtually banned in the state of Texas, and many women could be forced to resort to dangerous and unsafe measures," said Cecile Richards, president of Planned Parenthood Action Fund and daughter of the late former Texas governor Ann Richards.

Supporters, though, insist it will only raise the standard of health care for women seeking an abortion. Gov. Rick Perry added abortion to the special session's agenda and has promised to sign the bill if it reaches his desk.

The only way Democrats could block a vote when it goes to the Senate is if one senator filibusters it by running out the clock on the special session. Under the rules, the senator would have to speak non-stop, remain standing, restrain from bathroom breaks or even lean on anything.

Normally the Senate doesn't get a bill until 24 hours after House passage, which would set the Senate debate for Tuesday morning, effectively requiring a filibuster to last 13 ? hours.

Republicans could try to suspend the rules to force an earlier vote ? and longer filibuster. If all senators were present, that effort likely would fall one vote short. However, Democratic Sen. Leticia Van de Putte was attending a viewing Monday and funeral Tuesday for her late father, and it wasn't clear if Republican leaders would try to suspend the rules in her absence.

The first requirement of the bill is for all abortions to take place in surgical centers, facilities designed to cope with major surgeries that could lead to life-threatening complications. The majority of abortions are not surgical procedures, and only 37 of the state's 42 abortion clinics meet that standard and many would need to relocate and spend millions of dollars to reach that standard.

Those five remaining clinics are located in Dallas, Austin, San Antonio and two in Houston. A woman living along the Mexico border or in West Texas would have to drive hundreds of miles to obtain an abortion if the law passes.

Women who may currently take abortion-inducing pills at home would also be required to take those medications in front of the doctor by making to visits to the surgical center under the bill.

Abortion doctors also would need to obtain admitting privileges within 30 miles of the clinic under the measure. The lone remaining abortion clinic in Mississippi is currently suing to block this law because no hospitals in the state will grant privileges to an abortion doctor for religious reasons or to avoid political repercussions.

State Sen. Glenn Hegar, R-Katy, insists the measures are intended to protect women's health by guaranteeing the best possible treatment and forcing abortion clinics to improve their facilities. But after the bill passed the Senate the first time, Lt. Gov. David Dewhurst gloated on Twitter about how the bill would shut down clinics.

Rep. Jody Laubenberg, R-Parker, led the effort in the House to add a measure banning abortions after 20 weeks, shaving four weeks off current law.

"At five months, we are talking about a human being, unless you think it's still a clump of mass," she said during the floor debate.

Texas House Democrats managed to delay the voting on the bill for 15 hours Sunday night into early Monday morning, but the Republican majority voted to suspend debate, stop pending amendments and force at vote at 3:30 a.m. House Speaker Joe Straus then adjourned and called lawmakers back for the final House vote at 6:46 a.m.

Democrats, though, stayed away until 9 a.m. denying Republicans a quorum. Four Democrats joined Republicans in supporting the bill and a single Republican from Houston opposed it.

TIRANA, Albania (AP) ? An exchange of gunfire near a polling station wounded a candidate for parliament and left dead a supporter of a rival party during Albania's national elections on Sunday, tainting what had been a largely peaceful campaign season and threatening to further undermine the nation's bid to join the European Union.

The violence, which drew condemnation from an EU official, added to the already existing uncertainty surrounding the election: because of a political dispute, it's unclear when the vote results will be announced.

A police spokesman said Gjon Gjoni, 49, died after being shot in an exchange of fire that also wounded Mhill Fufi, 49, a candidate for Prime Minister Sali Berisha's governing Democratic Party. An opposition party leader identified Gjoni as a supporter. Another man, Fufi's relative Kastriot Fufi, 39, was also wounded.

It was not immediately clear who exactly did the shooting. The incident took place in the city of Lac, about 30 miles (50 kilometers) northwest of the capital, Tirana, and started with an argument, said the police spokesman, Tefik Sulejmani, who gave few other details.

A spokeswoman for the ruling Democratic Party, Laura Vorpsi, said Mhill Fufi was trying to move away some opposition supporters who were trying to bribe voters, and alleged that those opposition supporters "responded with shooting rounds."

"The Democratic Party harshly denounces any act of violence," Vorpsi said.

Once one of the world's most hardline communist countries, Albania has had a rocky road to democracy. Corruption has plagued the impoverished country, and its elections have been marred by violence and vote-rigging.

The conservative prime minister, Berisha, and his close rival, Socialist Party leader Edi Rama, both hope Albania can gain eventual entry to the EU, and Sunday's election is seen as a test of whether the country can run a fair and safe vote.

Berisha declined to comment on the killing after casting his ballot, saying he needed more information first. The prime minister invited all Albanians to take part in the vote and turn Sunday "into a day of festivities and good understanding."

"I assure you that your vote will be fully respected," Berisha said.

Rama, meanwhile, denounced "certain segments of police" for collaborating with "criminals" and insisted that participation in the vote was the best way to respond. "It is barbarous that in an election day, in the midst of Europe, a human is shot dead from criminals supported from police," he told reporters.

Ilir Meta, the leader of the Socialist Movement for Integration, confirmed that Gjoni, the man who died, was a supporter. Meta, whose party is allies with that of Rama's, also blamed police and "criminal elements" of the ruling Democrats, whom he alleged were exerting pressure at polling stations.

"Sali Berisha is not Albania's premier any more. He cannot leave power without shedding blood," Meta said.

In other incidents across the country, a journalist was reportedly not allowed to enter a polling station and was pushed away from the area, while a camera belonging to a private TV station, Top Channel was broken and the cameraman reported to have been beaten.

Some 3.3 million registered voters were eligible to cast their ballots Sunday, the eighth national polls since the fall of communism in 1990. The month-long contest had been relatively calm until election day, though there had been reports of civil servants and even school children being pressured to attend pro-government rallies.

Albania's president called for unity in wake of Sunday's violence. "Peace, calm, citizens' life is important," Bujar Nishani said. "I appeal for calm and maturity because, we may vote for different parties, but we are one nation."

Bu the EU's top diplomat in Albania took a hard stand on the violence.

"I want to say something very clear, very firm. Among the international and European standards for elections, there is the refusal of violence," said Ettore Sequi, the EU ambassador to Tirana.

A political dispute over the country's election commission has meant it is uncertain when results of the vote will be announced, although the law mandates they be revealed no later than three days after the polls.

Albania joined NATO in 2009. But it has failed to gain candidate status from the EU, which is pressing for broader democratic reforms and an improved election record.

Some 400 international observers and about 8,000 local ones are monitoring Sunday's election.

Missing red panda from National Zoo found in DC

WASHINGTON (AP) ? Animal keepers from the National Zoo have captured a red panda in a Washington neighborhood after it went missing from its enclosure at the zoo.

National Zoo spokeswoman Pamela Baker-Masson says the male named Rusty was captured Monday afternoon in a bush in the Adams Morgan neighborhood.

The red panda is being taken to the zoo's animal hospital for a checkup.

Unlike giant pandas, red pandas are not members of the bear family. Red pandas are slightly bigger than a domestic cat and look similar to a raccoon. They are listed as vulnerable in the wild.

Rusty arrived at the zoo in April from the zoo in Lincoln, Neb., and was in quarantine for several weeks until he went on exhibit in early June.

Zookeepers are searching for a red panda that has gone missing from its enclosure in Washington.

National Zoo spokeswoman Pamela Baker-Masson says animal keepers discovered the male named Rusty was missing Monday morning. They began searching the zoo at 8 a.m.

Unlike giant pandas, red pandas are not members of the bear family. Red pandas are slightly bigger than a domestic cat and look similar to a raccoon. They are listed as vulnerable in the wild.

Red pandas are highly territorial, so Baker-Masson says it's unlikely that Rusty traveled far. He is likely hiding high in a tree branch to hide in the tree canopy.

"Everybody continues to look for him," Baker-Masson said. "As the day heats up, he will likely sleep and hide."

Animal keepers last saw him Sunday evening about 6 p.m. when he was fed and appeared healthy. They believe he may stay in hiding during the day. They are also looking at the possibility that Rusty is sick or that someone took him.

Rusty arrived at the zoo in April from the zoo in Lincoln, Neb., and was in quarantine for several weeks until he went on exhibit in early June. Rusty is vaccinated and is not aggressive, but he is a wild animal and could bite if he became cornered and scared, Baker-Masson said.

The zoo began sending out messages about his disappearance Monday morning on Twitter in case someone sees him at the zoo.

"Unless he was very motivated, he would not wander far from his habitat," Baker-Masson said. "This red panda is not down on the (National) Mall."

4 workers hurt in Texas A&M construction accident

COLLEGE STATION, Texas (AP) ? Four workers were hurt, three critically, after a barn frame collapsed Saturday at an $80 million Texas A&M University equestrian complex that's under construction.

The collapse happened on university property about a mile from the main campus, Texas A&M spokesman Lane Stephenson said.

College Station and Bryan fire departments, campus police and Texas A&M emergency medical personnel all responded to the accident, which happened shortly before 11 a.m. Saturday.

The accident involved an approximately 300-foot barn, according to the College Station Fire Department. Twisted metal beams could be seen at the site, where ground was broken last fall.

The injured workers were transported to hospitals. Their names and further details on their conditions were not immediately released. Nobody else was hurt.

For a time, emergency responders had to halt the search for the four because of concerns about another collapse.

"After that time search and rescue efforts were suspended until the remainder of the structure that was still standing could be stabilized," according to a statement from the College Station Fire Department. "After the structure was secured a secondary search of the area was conducted to ensure that all patients had been located."

Texas A&M police officials were trying to determine what caused the collapse. University police identified the contractor as Gamma Construction Company, with offices in Houston and San Antonio.

A Gamma Construction representative did not immediately return a phone call to The Associated Press for comment Saturday.

Gamma Construction, on its website, described the A&M work as one of its 2013 projects.

The website said the equestrian complex "will enhance Texas A&M University's equine program and will consolidate not only academic programs, but clubs and associations to one premier location in order to teach, train, conduct research, exhibit and showcase events."

Conditions at the time of the collapse were cloudy with temperatures in the mid-80s and winds gusting just above 10 mph, the National Weather Service said.

The first phase of the equestrian center was set for completion in 2014. The facility will include locker rooms, offices, a concessions building, a 50-stall barn, plus practice arenas and two covered competition arenas, according to the university.

Floods kill 3, 75,000 forced from Calgary homes

CALGARY, Alberta (AP) ? At least three people were killed by floodwaters that devastated much of southern Alberta, leading authorities to evacuate the western Canadian city of Calgary's entire downtown. Inside the city's hockey arena, the waters reached as high as the 10th row.

Canadian Prime Minister Stephen Harper on Friday called the level of flooding "stunning" and said officials don't know yet if it will get worse, but said the water has peaked and stabilized and noted that the weather has gotten better.

Overflowing rivers washed out roads and bridges, soaked homes and turned streets into dirt-brown waterways around southern Alberta. Royal Canadian Mounted Police Sgt. Patricia Neely told reporters three were dead and two bodies were recovered. The two bodies recovered are the two men who had been seen floating lifeless in the Highwood River near High River on Thursday, she said.

Harper, a Calgary resident, said he never imagined there would be a flood of this magnitude in this part of Canada.

"This is incredible. I've seen a little bit of flooding in Calgary before. I don't think any of us have seen anything like this before. The magnitude is just extraordinary," he said.

"We're all very concerned that if gets much more than this it could have real impact on infrastructure and other services longer term, so we're hoping things will subside a bit."

Calgary Mayor Naheed Nenshi said the water levels have reached a peak, but have not declined.

"We've sat at the same level for many, many hours now," Nenshi said. "There is one scenario that would it go even higher than this, so you'll either see the Bow river continue at this level for many hours or you will see it grow even higher and we're prepared for that eventuality."

Twenty-five neighborhoods in the city, with an estimated 75,000 people, have already been evacuated due to floodwaters in Calgary, a city of more than a million people that hosted the 1988 Winter Olympics and serves as the center of Canada's oil industry.

Alberta Premier Alison Redford said Medicine Hat, east of Calgary, was under a mandatory evacuation order affecting 10,000 residents. The premier warned that communities downstream of Calgary had not yet felt the full force of the floodwaters.

About 350,000 people work in downtown Calgary on a typical day. However, officials said very few people need to be moved out, since many heeded warnings and did not go to work Friday.

A spokesman for Canada's defense minister said 1,300 soldiers from a base in Edmonton were being deployed to the flood zone.

Police were asking residents who were forced to leave the nearby High River area to register at evacuation shelter. The Town of High River remained under a mandatory evacuation order.

In downtown Calgary, water was inundating homes and businesses in the shadow of skyscrapers. Water has swamped cars and train tracks.

The city said the home rink of the National Hockey League's Calgary Flames flooded and the water inside was 10 rows deep. That would mean the dressing rooms are likely submerged as well.

"I think that really paints a very clear picture of what kinds of volumes of water we are dealing with," said Trevor Daroux, the city's deputy police chief.

At the grounds for the world-famous Calgary Stampede fair, water reached up to the roofs of the chuck wagon barns. The popular rodeo and festival is the city's signature event. Mayor Nenshi said it will occur no matter what.

About 1,500 have gone to emergency shelters while the rest have found shelter with family or friends, Nenshi said.

The flood was forcing emergency plans at the Calgary Zoo, which is situated on an island near where the Elbow and Bow rivers meet. Lions and tigers were being prepared for transfer, if necessary, to prisoner holding cells at the courthouse.

Schools and court trials were canceled Friday and residents urged to avoid downtown. Transit service in the core was shut down.

Residents were left to wander and wade through streets waist-deep in water.

Newlyweds Scott and Marilyn Crowson were ordered out of their central Calgary condominium late Friday as rising waters filled their parking garage and ruptured a nearby gas line. "That's just one building but every building is like this," he said. "For the most part, people are taking it in stride."

Crowson, a kayaker, estimated the Bow River, usually about four feet deep, is running at a depth of 15 feet (4.57 meters).

"It's moving very, very fast," he said of the normally placid stream spanned by now-closed bridges. "I've never seen it so big and so high."

It had been a rainy week throughout much of Alberta, but on Thursday the Bow River Basin was battered with up to four inches (100 millimeters) of rain. Environment Canada's forecast called for more rain in the area, but in much smaller amounts.

Calgary was not alone in its weather-related woes. Flashpoints of chaos spread from towns in the Rockies south to Lethbridge.

A Saturday's Work at Gizmodo in Mouse Movement

While you folks are doing your Saturday thing and maybe checking out ol' Giz now and then, somebody's gotta write it. That somebody is me, and this is what it looks like. From a cursor's-eye perspective anyway.

You may have seen these kind of visualzations before; they're the product of an awesome little program called IOGraph that you can download and mess with yourself. You should. It's useless and fun.

IOGraphs are nothing new, but I've been wanting to make one for a Saturday's work for a while, and here it is in all it's 8.1 hours of glory. The lines are mouse movement (duh) and the fat circles are cursor stops. The concentric circles?from what I can tell?have nothing to do with clicking though, and are essentially randomized to provide a little bit of dot variation.

As you can see, it's pretty busy, especially up in the Chrome-tab area. And it's peppered with cursor stops from little spasms of writing here and there, and a healthy chunk of j-pressing Google Reader-age. So there you have it, in case you ever wondered. Now go enjoy your Saturday night; you can bet your ass I'll be enjoying mine. Away from the computer.

Junior Czech coalition party wins speaker post in reshuffle plan

PRAGUE (Reuters) - The Czech coalition agreed on Saturday that the junior party can have the post of parliamentary speaker if the current one becomes prime minister in a reshuffle caused by a spying and bribery scandal.

The deal clears a potential hurdle for the three-party center-right coalition which hopes to avoid a snap election after Prime Minister Petr Necas resigned over the scandal.

It has put forward lower house speaker Miroslava Nemcova, from Necas's Civic Democrat party, to replace him.

President Milos Zeman, a leftist who has criticized the government, has the sole right to appoint a prime minister. He is holding meetings with party heads over the weekend before announcing a decision on Tuesday.

Zeman has not said if he will accept Nemcova or pick a leader of his choice. The opposition Social Democrats are pushing for a snap election - ahead of the one scheduled for May next year. Opinion polls indicate it would win easily.

Saturday's deal is a victory for the TOP09 party, which had hinted that it wanted the speaker's position as the price of sustaining the shaky coalition that has faced collapse several times since taking power in 2010.

"TOP09 should make the nomination and the coalition should stand behind it," Martin Kuba, acting Civic Democrat party leader, said in comments broadcast on Czech Television.

Police have charged eight people for offences including bribery and illegal spying on people including the prime minister's wife.

Necas's closest aide, Jana Nagyova, is charged with ordering illegal spying. Prosecutors also accuse her of offering bribes, in the form of posts at state companies, to three parliamentary deputies last year in exchange for abandoning a rebellion against the prime minister.

Necas himself has not been charged but his Civic Democrats have suffered a severe hit in popularity.

A lawyer for Nagyova, who is in custody, says she denies some of the allegations against her, while on others she argues that she acted in good faith.

LOS ANGELES (AP) ? A look at key moments this past week in the wrongful death trial in Los Angeles between Michael Jackson's mother, Katherine Jackson, and concert giant AEG Live LLC, and what is expected at court in the week ahead:

THE CASE

Jackson's mother wants a jury to determine that the promoter of Jackson's planned comeback concerts didn't properly investigate Dr. Conrad Murray, who was convicted of involuntary manslaughter by a criminal jury for Jackson's June 2009 death. AEG's attorney says the case is about personal choice, namely Jackson's decision to have Murray serve as his doctor and give him doses of a powerful anesthetic as a sleep aid. Millions, possibly billions, of dollars are at stake.

Sunny super-Earth? Atmosphere of super-Earth exoplanet observed for time first by two Japanese telescopes

June 12, 2013 ? A research team led by Akihiko Fukui (NAOJ), Norio Narita (NAOJ) and Kenji Kuroda (the University of Tokyo) observed the atmosphere of super-Earth "GJ3470b" for the first time using two telescopes at OAO (Okayama Astrophysical Observatory, NAOJ). This super-Earth is an exoplanet, having only about 14 times the mass of our home planet, and it is the second lightest one among already-surveyed exoplanets. The observational data revealed that this planet is highly likely to NOT be covered by thick clouds.

It is very difficult to measure the radii of exoplenets, so in many cases we have information only about masses. However, if an exoplanet has a particular orbit of "Planetary Transit (Primary Transit)" where it passes in front of the primary star (parent star), we can estimate the radius of the planet. During the transit, the observed brightness of the star slightly drops depending on the size of the planet. So, we can estimate the radius of the planet by measuring the fading rate of light very precisely.

The research team performed highly accurate observations on the transit of exoplanet GJ3470b using the Near-Infrared Imager/Spectrograph (ISLE) camera mounted on the 188cm reflecting telescope and three visible light cameras on Multicolor Imaging Telescopes for Survey and Monstrous Explosions (MITSuME) telescope, all belonging to OAO, simultaneously. They measured the brightness dropping rates of the stars in 4 colors (from visible to near infrared). The observations enabled to estimate each radius by color for the planet. As a result, the radius derived from near infrared radiation (1.3 micrometer wavelength) is about 6% shorter than that from visible light. The difference of radii between colors probably is the reflection of the atmospheric characteristics of the planet. When the light from the primary star is transmitted through the thick atmosphere of the planet, certain wavelengths of light are absorbed or scattered by atmospheric molecules, which could cause the difference of apparent radii for each observation wavelength.

So far, the atmosphere of only two super-Earths including GJ3470b has been studied in detail. Estimation of the radius of an exoplanet is a very difficult task. Generally, the fading rate of the light from the star caused by the super-Earth's transit is extremely low. In the case of GJ3470b, however, the size of the primary star is small, so the planet-to-primary star size ratio is relatively large. Therefore, the fading rate of light from the primary star due to the transit becomes larger so it is measurably observable using ground-based telescopes with a medium size diameter.

The estimated radius of the planet by the near infrared radiation observations this time turns out to be about 4.3 times larger than that of Earth. Moreover, theoretical calculations based on the mass and radius of the planet expected that the planet should have huge amount of atmosphere. Fukui commented, "Suppose the atmosphere consists of hydrogen and helium, the mass of the atmosphere would be 5 to 20% of the total mass of the planet. Comparing that to the fact that the mass of Earth's atmosphere is about one ten-thousandth of a percent (0.0001%) of the total mass of the Earth, this planet has a considerably thick atmosphere."

Because differences in radii by colors were found in this observation, it is safe to say that thick clouds do not cover GJ3470b. If thick clouds covered the planet, no differences in radii by color should exist.

The research team plans to conduct observations of even higher accuracy using the Subaru Telescope or other large telescopes. "GJ3470b's orbit of its primary star is very close, at just 0.036 AU (astronomical units), which is about 28 times less than the distance between the Sun and Earth, and revolves in a short cycle of only 3.3 days. Scientists still don't understand well how such a planet was formed. GJ3470b is really possibly not covered by thick clouds, so we believe the composition of the planet's atmosphere could be detected without being blocked by its clouds. If we find any substance, such as water or methane, which becomes ice at low temperatures, it probably means that this planet was originally formed at a distance (a few astronomical units) from the primary star, where ice could exist, and moved toward the primary star thereafter. In contrast, if such substance cannot be found in the atmosphere, it can be thought to be quite likely that this planet was formed near the primary star. We expect to obtain important clues for figuring out how super-Earths were formed through observations of the atmospheric component of GJ3470b," said Fukui.
